Overall, the Quad is the best place for UPenn freshmen who are looking to be in the social hub of freshman life. The downsides first: its an old building and a lot of the rooms have mold. They're dusty and theres bugs and stuff but its nothing crazy. It can be loud. The upsides outweigh any issues. I met all my friends in the Quad. All the pre-games happen in the quad. Its the place to be socially.
